Conference Overview
A Historic Regional Gathering
The Third CARICOM Regional Conference on Reparations is the first major Caribbean reparations summit in more than a decade. It follows the First Regional Conference in St. Vincent and the Grenadines in 2013 and the Second Regional Conference in Antigua and Barbuda in 2014.
The 2026 conference is designed as an operational launchpad for the next phase of the regional movement. It will consolidate the vision of the revised CARICOM Ten-Point Plan for Reparatory Justice: A Manifesto for the Coming Enlightenment, while translating recent political and multilateral momentum into practical legal, socio-economic and institutional action.
The gathering takes place following major developments in 2026, including UN Resolution A/RES/80/250, the Accra Next Steps Commitments, and formal approval by CARICOM Heads of Government of the revised Ten-Point Plan.
The Movement
From Durban to Bridgetown
The modern reparations movement has developed through international advocacy, CARICOM institutionalisation, focused regional scholarship and recent multilateral breakthroughs.
World Conference Against Racism — Durban, South Africa
The Durban Declaration and Programme of Action provided a major international framework for confronting racism, racial discrimination and the historical legacies of chattel enslavement.
First Regional Conference — St. Vincent and the Grenadines
The conference formally launched the CARICOM Reparations Commission and established its founding Terms of Reference.
Second Regional Conference — Antigua and Barbuda
Expert panels aligned regional priorities with the original CARICOM Ten-Point Plan for Reparatory Justice.
Symposia & Inter-Conference Engagement
CARICOM reparations advocacy continued through work on western banking and colonialism, the legacy of Sir W. Arthur Lewis, and the CRC’s 10th Anniversary Symposium in Jamaica.
UN, Accra & the Revised Ten-Point Plan
UN Resolution A/RES/80/250, the Accra Next Steps Commitments and CARICOM approval of the revised Ten-Point Plan strengthened the international and regional framework for reparatory justice.
